line is down

I am getting line is down on all my console connections.  I have looked
at the FAQ and tried everything in there.  I have checked the physical
connection and it's good.  I can move the serial line to another console
server and it works so that makes me think it's a software problem. 
This was working on this solaris server with these terminal servers
until recently, I haven't changed anything hardware or software but now
none of the lines are seen as up. 
I have turned on debugging in conserver but I don't get any
information.  Logging is giving me nothing.  Any other ideas of what to
